Waco is a home-rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and Municipal Court Judge. The City Council, City Manager, and staff conceptualize and prioritize strategic planning for Waco’s growth. A consistent priority is the efficient delivery of quality products and services to residents and visitors. One of the organization’s top goals is upgrading the City’s aging infrastructure as Waco continues to grow both residentially and commercially. The City provides a full range of municipal services, including Airport, Convention & Visitors’ Services, Development Services, Economic Development, Fire & Emergency Management, Health Services, Housing & Community Development, Library, Municipal Court, Neighborhood Engagement, Parks & Recreation, Police, Public Works, Solid Waste, Texas Ranger Hall of Fame, Water Utilities, and Zoo. The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance of 28% of budgeted revenues in the General Fund. The City of Waco has more than 1,853 employees and a FY 23-24 General Fund revenue budget of $203,711,508. The property tax rate is $0.755000 per $100 of valuation. Benefits OverviewEmployees scheduled to work at least 30 hours per week are eligible for health insurance and enrollment in Flexible Spending Accounts (FSAs). Full-time employees working 40 hours per week are eligible for all other benefits including dental, vision, life insurance, and disability.

Coverage is available from Delta Dental and QCD Discount Plan Vision Benefits City of Waco offers a comprehensive vision benefit provided by Superior Vision. Flexible Spending Accounts A Flexible Spending Account (FSA) is a tax-free account you put money into to pay for certain out-of-pocket expenses. Healthcare Flexible Spending Account You can contribute up to $3,050 annually for qualified medical expenses (deductibles, copays and coinsurance, PPE, over-the-counter medications, etc.) with pre-tax dollars, reducing the amount of your taxable income and increasing your take-home pay. Dependent Care Flexible Spending Account This account allows you to set aside pre-tax dollars for expenses associated with caring for elderly or child dependents. With the Dependent Care FSA, you are allowed to set aside up to $5,000 to pay for these expenses on a pre-tax basis. Retirement and Wealth Building Texas Municipal Retirement System (TMRS) is your mandatory retirement program for all employees who work at least 1,000 hours per year. As a member of the TMRS, if you meet the eligibility requirements and retire with the system, you are guaranteed a monthly annuity for your life.
Deferred Compensation Plans (457b) are available. Longevity Pay Employees with at least one consecutive year (12 completed months) of full-time service with the City by November 1 of each year are eligible for longevity pay. Life Insurance Basic Employee Life and Accidental Death and Dismemberment (AD&D) Insurance City of Waco provides employees with Basic Life and AD&D insurance as part of your basic coverage through Dearborn National. Your Basic Life and AD&D insurance benefit is 1x your annual salary up to $50,000. If you are a full-time employee, you automatically receive Life and AD&D insurance even if you waive other coverage. Voluntary Life and AD&D Insurance You may purchase Voluntary Life insurance for yourself in the amount of 1x your annual salary up to $100,000 OR 2x your annual salary up to $200,000. If you wish to enroll after your initial eligibility, you will be subject to Evidence of Insurability (EOI). Voluntary Life insurance is available in the amounts of $10,000 or $20,000 for your legal spouse. EOI is required if you wish to enroll your spouse after initial eligibility. Life insurance is also available in the amounts of $10,000 or $20,000 for your qualified legal child(ren)/dependents. EOI is not required. Disability City of Waco offers disability coverage to protect you financially in the event you cannot work due to a debilitating injury. A portion of your income is protected until you can return to work or you reach retirement age. Voluntary Short Term Disability (STD) Insurance Short Term Disability (STD) benefits are available for voluntary purchase. Long Term Disability (LTD) Insurance Long Term Disability (LTD) benefit is paid for by the City of Waco. Holidays, Sick, PTO, & Vacation Days Full time employees earn vacation leave at a rate of 13 workdays per year. After 5 years of consecutive employment, full-time employees earn 18 vacation days per year. After 20 years of consecutive employment, full-time employees earn 20 days of vacation. Education Assistance The City of Waco is committed to the continued professional development of its employees. The Education Assistance Program is designed to share the cost and provide an opportunity and an incentive for employees to enhance their current skills and future potential with the goal of positioning them to potentially promote within our organization. Paid Parental Leave The City of Waco recognizes the growing needs of its employees to balance work and their home life and offers paid parental leave. Paid Parental Leave allows full-time employees who need to care for or bond with their newborn, newly adopted, or newly placed foster child to take up to 6 weeks of paid parental leave within the first six months following the child's birth, adoption, or placement. Catastrophic Leave The City has a catastrophic leave program through which employees may request sick leave or donate sick leave to other City employees. The program establishes a process for employees to request the donation of and for employees to donate sick leave hours to other employees who do not have accrued leave available to take time off from work for a qualifying event. |
